CoP on low settings (SoC vs CoP)

I saw a good deal for CoP, so I was thinking of buying it. For me though, it's.. kind of a gamble. My main question:

How does CoP compare to SoC on the mid-range-to-lower graphics settings?

I run SoC on an intel duocore laptop that has an ati radeon xpress 1200. It isn't pretty, but I can make it run okay-ish in static lightening mode (actually, it is still a *lot* prettier than many other games that do run nice on it). I'm obviously not in it for the latest directx goodies or what have you. I am however looking at average polycounts and texture loading (though I am sure both can be tweaked for performance)

CoP does still have a static lightening setting, right? Also, I hear multithreading works ever so slightly better (but still not perfect) in CoP, so maybe I stand to gain something?
