I haven't noticed less performance with it on Win 10 compared to 7 or 8.1. As for the processor you have the fastest single core performance available for gaming so I can't see that being the problem, I have the 4790k which is technically 2 generations older, It's got a 4.6 overclock which should make it's single core performance just about match the 6700k at stock speeds and it flies but Stalker mods still struggle due to the game engine not the PC.

The things that Skylake has over older gens are it's memory and it's storage speeds so to get the most out of it I'd get 16 gb's of the fastest ddr4 available and an M.2 ssd like the one in the link. Skylake is capable of getting the speeds on offer unlike older gens such as mine which does have M.2 capabilities but can't get maximum speeds like Skylake which can manage read/write speeds of 2000/1000 mb/s. Thats where you'll really notice a difference compared to your 920.

Hmm, well I already have a Samsung SSD 850 EVO 500GB, and 32 GB Viper DR4 RAM. All of which are fully updated. To cool the CPU, I use LEPA Aqua Changer 240 liquid cooling. The motherboard is an AsRock Z170 OC Formula, but I never overclocked the CPU. Having enough RAM is one thing, but SSD has almost no effect on FPS.

The frames in the first few minutes ingame are around 100, but as the minutes go by - whether nearby camp or away from camp - the frames begin to slowly decrease and stays at 30-50. CPU-1 is at its limit when running the mod, almost always at 100% usage.

The PC is custom made, so I don't know if anything like the CPU needs to be further updated, well IF it can be updated. By the way, does it matter which type of Windows 10 I use? I use Windows 10 Home.

I was generalizing at that point and just mentioning the main improvements this gen offers over earlier ones like mine (Haswell), Sandy and Nehalem etc, The SSD will affect loading times but that's about it for the game. I can't imagine the new cpu can be the cause as for the OS as long as it's a 64 bit and not 32 it 's fine. It's the game engine that struggles with additions that mods add, I cant see why the new rig you're running would be slower than the other one when running mods like Misery, But as it is maybe Win 10 is to blame, The only way to know if that's the case is to try it with Win 7.

Alright then, I'll install Windows 7 on another drive and see if it changes anything.

I just tried a little tweaking to the quality settings, lowering the Direct X10 to Full Dynamic lighting seemed to have kept the FPS to around 100-120 throughout the whole time of 30 min gameplay. I was using Maximum settings, but I reduced things a tiny bit.

I see a lot of complaints about Direct X on Stalker, but I don't know much about it, except about the lighting. Maybe I should have mentioned I had everything on max settings earlier? :\

I came across a thread on Moddb in the Misery forums where one of the Developers said that Direct X11 and 10 aren't fully functional. My mistake for not reading all of the threads on that site.

I switched to Full Dynamic Lighting and I don't get any loss of FPS over the first few minutes anymore. I even can run all advanced settings on maximum now without any dramatic loss of frames.

Just in case anyone was wondering what could be the culprit, it was the lighting rendering, not Windows 10.

DX 10 & 11 support was tacked on to the engine for CS and COP. I don't think either was ever properly done, At least not 10. I'm using 11 on COC at the moment but I tend to use DX9 completely maxed for COP modded.

Heavy mods like SGM with Af3 etc will never be able to keep the mimimums up above 60 fps consistently regardless of the graphics settings because of the strain caused by online, offline switching as found approaching main hubs like the Skadovsk but as you said choosing to max DX9 rather than use DX10 or 11 allows your averages to sit a lot higher for what is not really a big cost visually.

When I first got into the modern day PC gaming I was running on board 6300 graphics and when CS was released I had to keep to static, I was able to try DX9 when I got an Nvidia 8600 gt but DX10 was still beyond it's abilitiies, My next card was a HD5570 and it managed to run DX10 and DX11 when COP released really well and at the time it was like a revelation, especially running outside in COP and seeing the rain on the floor.
These were feature that undoubtedly looked good on the games feature list when selling them as they where both in the group of first games released using DX10 and 11 respectively but DX9 is what it does best.

It does not look any worse either, Look what happened when the modder devs tried to add DX10 to LA, I was unable to hit 30 fps while DX9 hit 90 odd. A total mess and although the game Dev's updated X-ray with 10 & 11 a lot better than that it is still not perfect.
One of my pet hates with DX10/11 in CS (and COP) is how in spots such as the bedroom you wake in at the start and the Yantar lab doors you see rain effects on the inside where it shouldn't be.
