I've also experienced that, As a rule I snipe Tuna's two mates from out an upstairs window after grabbing the wheel and then do Tuna as I leave. Sometimes you can take his mates out leaving him unaware what has happened until you walk around the corner and give him a face full of shot but normally he knows you've done it and tends to either use the building to duck and dive behind as he tries to shoot it out or he heads up the jetty using the lean too for cover.

No. I always run from Tuna and his men, give the Altered Wheel artifact
to Beard and avoid Tuna and his men for awhile. Once I do a few more
jobs for the Stalkers and improve my relations with the overall Faction,
then I go back to find Tuna and his men have changed to neutral yellow.
I usually sell or give them better weapons so they may survive longer.

After I walked away from Tuna with the Altered Wheel (without making him hostile) I gave the artifact to Beard and then came back to the dredger.
There Tuna asked me for the artifact again and I "gave it" to him.
I went back to Skadovsk and there he was presenting it (or rather empty hands) to Beard.
Beard was impressed and said something like "Here take this" to Tuna and then they just stood there and nothing more happened???
If I load the game Tuna starts shooting at Sultan and leaves Skadovsk. When I catch him I get a funny dialog about him making a fool of me and him offering to buy me a beer.... but then the game becomes unstable and crashes if I save it or when I load it.
Anyone else tried this?
