I've always thought the "Panic Mode" was with the heavy breathing and
frantically moving around being very difficult to engage in conversation.
I've also seen an "Alert Mode" where the NPC will stand still facing one
direction or pointing their weapon in one direction that can also be very
useful in getting them to trade rare Items like in all the Stalker Games.

The Anomaly above the road next to the Fence before entering the
actual Red Forest was always a location where a lot of NPCs would die
where new replacements would see them and get excited. I would have
so many dropped weapons that I would have to put them all in a dead body
and drag it to the Anomaly so they would fly up in the air explode & disappear.

Orange Lines - Entrances into the Red Forest
Purple Arrows - Path of travel for Zombified Stalkers
Purple Squares - Gathering points for Zombified Stalkers
Green Squares - Snorks
White Squares - Pseudodogs & Mutant Dogs ( includes 3 Chernobyl Dogs )
Red Arrow - Path of travel for Stalkers & the Military
Yellow Lines - High Radiation Area
Magenta Circle - Anomaly blocking passage
Red Dots - Artifacts

From my experience: no, no.
I think it most often happens close to level changers because either they or you come through causing them to materialize. If they materialize next to something that makes them freak out they might panic and trade whatever they have.
I have experienced panic trade in the middle of a level, however (Freedomer in the middle of Red Forest).

Frankly, I don't get it: why stacking so many guitars? What's the purpose of it (besides trying to look cool on forums)? Guitar smuggling, or...?

My first harmonica.

Following the instructions first proposed by Kane4 then proven by notanumber I am on my way to getting that illusive "third" guitar.

I am sure that this only works in V1.0005 as it was very easy to do once I had upgraded to V1.0005. Also I could not get it to occur until after I had turned off the Brain Scorcher.

I was only part way through a new game so I patched it to V1.0005

Bump! I just felt like showing off my Guitar and Harmonica collection, as well as a few other random vanilla collectibles:

After two months in-game STALKERs and Dutyers have began patrolling the area in East Rostok where the Dog Lair is, for some reason almost every time I visit East Rostok I can get at least one Guitar or Harmonica from somebody who is panicking there. Pripyat and Radar are also two excellent sources for them.

Also worth noting is that I've met at least four or five NPCs who only traded a Guitar, and now recently for whatever odd reason the only instrument any instrument trading NPCs that I meet lack is instead the Guitar, evening things out.

Guitar and harmonica

Playing the game again lately, and after having installed 1.005 patch, and Stalker Complete 2009. I have 4 guitars, 2 harmonicas.
I've never killed a Loner that didn't deserve it. And the last guitar I got from 1 of 3 loners heading towards Garbage entrance from The Bar....they we're spooked by dogs 20 meters or so from the bridge across the ditch with the stakes in it. Engaged in convo with one of them...sold me both on the spot.
I'm gonna test this more. Maybe I too will try the clean install.
