If you are playing the retail version of SoC, try compatibility mode for Windows 7.
Steam advice against using compatibility mode on Steam games but you could try anyway if your version is bought on Steam.

I tried the compatibility mode in Windows 8.1. This will not work, the game will run in slow-motion, at least it did on my PC
I run Windows 8.1, and the only issue I have with SoC (patch 5) is that when launching the game, Windows will tell me that the game can't run on this version of Windows. A reboot of the PC solves that issue for me.
