I just had a thought. Have you ever started a new Game and shot at
or killed the 3 Military on the road by the Rookie Village? I've seen it
where the entire Military Base will empty out and come north. Of course
they wipe out everyone in the Rookie Village and then head north. I
once hid in the attic while this happened. Not what I wanted so I did
not continue this path. However now I am wondering where all of them
went as they continued north. Not good for Petruha and his men as I
do remember some Military ended up at the Car Park. This would sure
make an interesting video now as I ponder various Military movements.

This is right after the Garbage Wars video. As Military was
needed in the Agroprom, they were coming from the Cordon
and passing through Garbage. Once I entered the Cordon,
of course any Military traveling north in off-line mode would
immediately reverse direction when I came into range and made
them go on-line. It's just rare to catch this since most Military in
the Game travel to the Cordon from other levels and not from it.

I usually avoid those guys until after Agroprom and then make sure to kill them all while grabbing the case for Sid. Not sure what they'd do otherwise. Probably wander for a while and maybe return to their positions once the player leaves the level.

Congrats on the milestone in your game. That's a whole lotta stalkin'. I'm about nine days away from the two month mark in mine. Will probably finish before then so I can start a new one (with more mission completions and zero Loner kills).

So I did finally turn off the Brain Scorcher. Noticed a few weird things shortly afterward:

Then I cleared the Agroprom Underground. The first group of respawns was fairly ordinary, but I cleared it again and then found this guy:

Yes, one of the biggest things a lot of people miss are the overall changes
through out the Zone based on the Player's progress in the Game. You
could say the majority of them come after each X-Lab is entered and
the Player comes out. NPCs and mutants take new paths, vacate
some areas while taking over others. Some people rush out
of Yantar so quickly and never return, that they have no
idea that Duty or Loners show up there or you can
return to find a Controller above ground.

The hardest part of tracking other NPCs ( as you know ) is their
tendency to walk into anomalies or be killed by men & mutants.
If your Military Stalker gets out of the AW, you may find that you
can't track him in Rostok without him getting killed and your best
bet is to wait for him in Garbage. Another thing is that his weapon
is a poor choice for fighting a large group of mutants due to the small
magazine and the need to frequently reload. Keep us posted on all this.

This Protect Border video shows why it is so difficult sometimes.
It's usually always a Blind Dog that sneaks away to other areas
of the Army Warehouses. Luckily this time the Blind Dog was
caught in an Anomaly and did not escape. If you have trouble
with the Protect Border task, go wipe out the Blind Dogs up the
hill from Ara's Farmhouse ( Mercenary Camp ) and then go back
to the AW to Rostok level changer to look for any strays there too.

Yeah, it doesn't seem like many players obsess on getting every single mission while keeping friendly relations with Duty and Freedom to the degree that I do, or finding alternate ways of completing the missions either. Learning the various camp transitions that occur throughout the game is an essential part of both of those things.

In tracking NPCs like this I make great use of the various saves that I create. Now that I've spotted him in the AW, I'll load a save from before I left the Bar and wait for him there. Once he arrives there I'll make a new save and use online/offline manipulation to keep him alive while checking on him at various points throughout his journey. If that's successful, then I'll catch him again after he reaches the DV level changer, and then again after he enters Agroprom. If possible I'll track him until the point he enters the Underground. Will post the screenshots here.

I recently did that with some upcoming videos. I had 2 to 3 Military
soldiers in Rostok and I replayed the different scenarios for different
outcomes. Basically I didn't want specific NPCs killed. I actually have
one version that I was able to kill 1 soldier and even though the loud-
speaker said I was a murderer and to get me, no one in the level had
turned red hostile. All of Duty turned yellow but no hostiles in the level.
Of course that doesn't mean any new arrivals might not be hostile later.

Took the task from Hunter to kill the Bloodsucker. I first stopped
off at the Freedom Base to get my reward for another task, then
I took the back door approach to the Water Tower that got me
a quick kill. I decided to clean out the rest of the Bloodsucker
Village and then back to Hunter at the 100 Rads Bar for my reward.

Only seven more batteries and you'll have as many as I do.

So I tracked Captain Prokopenko from the Army Warehouses to Agroprom. Met him here:

Then again in Rostok. I got behind him and followed very closely for a few seconds, but then fled via the TZ before he met any online Dutyers. He must be one stealthy dude because he went right through the center of town and no one spotted him:

He showed up in the Garbage soon after, and I immediately left for Agroprom in order to keep him out of trouble:

He made it to Agroprom a short time later and started off down the path that the military respawns traveled along to reach the base in your video, TS. I followed him part of the way, but then fell back again so as to negate his potential online threats. Then he arrived at his destination:
