Why is the world so paranoid about offending people, I assume this is just an expansion of the conspiracy of the lawyers that is the basis of why people don't do what they want.

Because they can get sued.

Everyone is afraid of being sued so they obey every law that gets passed onto them, and now its spreading the internet as people are censoring or making rules mainly stating that you must be courteous and do not make any personal statement of your beliefs about any other person or persons, despite it being a human right to tell some annoying person off (or it should be).

Hell look at B.Net 2.0, you cannot express any view, good or bad without receiving anything from a warning to a ban to Blizzard actually altering or censoring your statement.

The freedom of our internet is becoming less and less free...

Wow! Looks like the Russian forums are pretty rough, they got 37 strong rules instead of our 18 little basics. My 2 favourites:
- Criticism of the rules-based actions moderators.
- Advocacy of terrorism, violence.
Makes one value the peaceful harmony we enjoying this side...

I know Gaminator has some strong rules about dissing admins/mods/staff or Gaminator in general, even outside the forums. If caught, you get banned. Also I've seen mods ban people "by their own desire." They even write it as the reason they banned the person, in his sig. I don't get that. How can you ban someone, just because you desire to do so? Maybe I am missing something? I don't know.

Exactly

One of the main point of the added "offtopic amendments" is to verbalize the expectation that every user be able to take responsibility for what they post - and do that without an angry moderator peeking over their shoulder or just out of fear of being banned.
Once it's been made clear what's expected from you, it's much easier to take it as guidance, is it not?

ED:
Wait, exactly how are the regulations stating that -
1) the offtopic areas have specified but less strict rules than the main forum
and
2) you're trusted to do your thing mostly without constant moderator supervision (as opposed to only controlling your behaviour because you know someone's watching to punish you and/or clean up after you)
and
3)stating when moderator-specific tools apply and when they do not
- making the internet less free?

Would I be violating the new offtopic rules about "posting another users personal information without consent" if I ventured to correct a certain misinformed assumption of Marius Lecter about Hhiker?...This talk about tightening the rules is making me a bit nervous...
